Long-lasting, integrated city development requires substantiated analyses and coherent concepts as a basis. In Hessen, the setup of the corresponding strategic concept is bindingly regulated in accordance with the new directive for the promotion of long-lasting city development (RiLiSE) in all city construction promotion programs. Exceptions are only eligible if they correspond with these concepts. Integrated analyses and concepts are important bases and instruments, even outside of the required measures, for successful city development, especially in regards to the growing importance of communicative decision processes and the implementation in the public-private-partnership.

This includes studies and strategies for the development of military and civil conversion areas or fallow land downtown, studies for the strategic contact with community centers/city halls, living space development concepts, social room analyses or studies about living with multiple generations.
