Effects of demographic changes on community infrastructure
As part of the Hessian urban redevelopment a community infrastructure concept was developed for the town of Lauterbach.
The demographic development is going to bring far-reaching changes for certain provisions in infrastructure: In addition to the decline in population (and therefore also tax payers), the composition of the population will also be significantly different. This has consequences both in terms of provision and demand. Both development trends will be changing the cost structures of communal and social infrastructure facilities and will therefore have an impact on the municipal household. This may lead to provisions no longer being able to be upheld and provided at the same quality standard and the question as to the extent of provisions, the necessity for alternative carriers right down to whether or not to sell or even to dismantle such facilities will have to be posed.
The infrastructure concept developed by NH ProjektStadt and the Institute for Urban Redevelopment of the University of Kassel serves the town Lauterbach as a basis for discussion.
Infrastructural groups such as community buildings and village community centres, farms, cemetries, fire stations, sports facilities, child-day-care centres, basic health care and medical care facilities, grid-bound infrastructure and public transport were all covered by the investigation. On the basis of a small-scale population forecast the general demographic conditions and their effects on the individual infrastructure areas are described and future needs are estimated. The possibilities of inter-municipal cooperation are also being taken into consideration and their resulting saving potentials. The aim is to highlight gaps in provision, but also to identify any infrastructure provisions that will not be sustainable in their current form in the long-term. The consequences resulting from this for infrastructure provision are identified. As a first implementation step pilot schemes are to be worked out subsequently - together with institutional players and citizens. In these pilot schemes examples of the problems for future infrastructure provision are meant to be highlighted and exemplary solution approaches are to be developed.
