Successful acquisition of special funds for the city of Lorch

Task: Extraordinary problems require extraordinary handling - particularly in today's world. As a city restructuring management for the intercommunal association Rheingau, there was a very urgent necessity to perform the correct actions for a special case that has been hindering the city development for years. The existence of a valuable cultural monument is threatened due to a failed investment approach from a few years ago. The environment is being deformed by a neighboring abandoned construction site. The exposed location on the shores of the Rhine provides a particularly strong detraction from the city image. The complex property situation and the economic conditions does not create the expectations to repair this misunderstanding. Since the city of Lorch is within the UNESCO World Heritage Site of the upper Middle Rhine Valley, there was the very short possibility at the beginning of 2009 to get the required financial middle within the scope of a federal investment promotion program.
Progress: Since nobody was ready for the award of this promotion program, a usage concept for the cultural monument "Hilchenhaus" - the most important Renaissance building on the Middle Rhine - and its city environment had to developed quickly and approved by a variety of participants before the project could be submitted at the end of March to the responsible Federal Ministry - just after eight weeks. All strength had to be bundled and the necessary plans and agreements had to be made with the authorities and associations in the community, district and state, along with the owners and the residents in the city. Additionally, multiple public events were organized and moderated.
Result: On May 29, 2009, the Federal Minister Wolfgang Tiefensee held a meeting with the expert commission. They presented their recommendations from the 281 submissions: With 5.3 million €, the city of Lorch was the second highest individual promotion from all of the submitted projects in the special program, which was equipped with € 150 million.
