PPP in Poznan

Whether services, infrastructures or social apartment constructions: previously, Public Private Partnership (PPP) was only established in a few European countries as a communal instrument of development. The European program "ACT4PPP" should change this. This includes: the Polish city Poznan with a pilot project in social apartment construction.
The program "ACT4PPP" promoted by the European Union "Transnational Actions for Public Private Partnership) offers a platform to exchange PPP experiences and know-how. Furthermore, it supports communes and regions in conduction public-private cooperations in a more frequent and directional manner. Twelve pilot projects in Germany, Italy, Austria, Poland, Slovakia, Slovenia and the Czech Republic are essential components. 17 partners - accompanied by scientists - are working on different types of regional measures. These will be realized with a budget of 3.8 million Euros between October 2008 and September 2011.

One of the participants is Poznan, the financial, economic and cultural centre of western Poland with 566,000 residents. For this, the city is being supported by the NH project city. The situation of the social apartments in the old inner city is tenuous: a lot of houses are decaying, renovating costs are increasing, the rent is only about 50 cents per square meter - right next to apartments with ten Euros per square meter. The city needs 1,800 new apartments as a replacement for the insufficient old constructions. As long the city does not have this, the quality of life for the tenants and the construction will worsen. Possible increases in rent and cancellations remain non-effective. Poznan pays the private owners a settlement for the losses created. This financial load for the communal household increased by just under 400% in 2008 compared to the previous year. Poznan wants to fight against this by revitalizing the rental houses and developing replacement and social apartments.

At the end of 2007, the NH Project City prepared the grounds for the first PPP project in Poland in the residential area on order from the government. Universal models are being used for PPP applications that can later be used throughout Poland. The main partner here is the Confederation of Land and City Development Companies e. V. from Berlin (BVLEG). More associated partners: the German federal ministry for transportation, construction and city construction and the association of Polish cities.
